Introduction

Through the Sustainable Neighbourhood Plan (SNP), the City of Pickering is identifying a feasible, affordable and multi-stakeholder approach to sustainable neighbourhood design that will be applied to a conceptual development area. Sustainability principles, guidelines and strategies developed for the conceptual neighbourhood will also serve as a template for future development, for both greenfield and infill development, throughout the City of Pickering.

The Sustainable Neighbourhood Plan builds on Phases 1 and 2 of the City of Pickering's Growth Management Study and includes the following milestones:

  1. Confirm City objectives and sustainable goals and principles

  2. Establish baseline conditions and a list of sustainable design elements

  3. Develop sustainability plan concepts and a baseline case for evaluation

  4. Identify barriers to sustainable neighbourhood planning

  5. Recommend a preferred sustainable neighbourhood plan concept and a set of sustainable community design guidelines

The Sustainable Neighbourhood Plan will incorporate the sustainable design priorities identified in Phase 2 of the Growth Management Study, including:

  • Compact mixed use community structure

  • Pedestrian scaled neighbourhoods

  • Transit supportive neighbourhoods

  • Linked open space system

  • Natural/cultural heritage preservation

  • Significant employment areas

  • Pedestrian and bicycle routes

  • Minimized impacts to natural features and stream crossings

  • Integration with South Pickering

Consultation

Consultation is an essential part of The Sustainable Neighbourhood Plan. Several consultation efforts are underway to:

  • Ensure marketability and feasibility of the Sustainable Neighbourhood Plan

  • Obtain input on the form and content of the sustainability design practices, costs and environmental benefits of the sustainability concepts

  • Identify concerns and challenges to implementing various design elements

  • Discuss methods of implementation
